The SmartStart Error Code 12 indicates that the device is not able to connect to the internet. There are a few reasons why this error might occur:

1. Restart the computer and try again
- Click Start, type "smartstart" in the search box, and click the "smartstart" application that appears.
- On the "smartstart" application, click the "Restart" button.
- On the "Restart Options" screen, click the "Troubleshoot" button.
- On the "Troubleshoot" screen, click the "Advanced" button.
- On the "Advanced" screen, click the "Startup Options" button.
- On the "Startup Options" screen, click the "Restart" button.
- On the "Restart Options" screen, click the "Yes" button.
- When the computer restarts, try to install smartstart again.
2. Uninstall and reinstall the program
- Open the Programs and Features Control Panel.
- Under Programs, uninstall the program.
- Under Features, reinstall the program.
- If prompted, enter your administrator password to continue.
- Click OK to finish.
3. Update the program
- On the computer where the smartstart program is installed, open the Start menu and select All Programs > Accessories > Command Prompt.
- Type the following command and press Enter: sc stop SmartStart
- Type the following command and press Enter: sc copy c:\windows\system32\smartstart.exe "c:\windows\system32\smartstart.exe"
- Type the following command and press Enter: sc config SmartStart start=auto
- Type the following command and press Enter: sc start SmartStart
- If the smartstart program is not installed on the computer, the command will not work and you will receive an error message. In this case, you will need to install the program.
